Announcement on Arrangements for Transition to ISO 22003-1:2022 (CNAS-CC180:2023) Certification Standard

Thank you for your trust and support in choosing Kaixin Certification (Beijing) Co., Ltd. (hereinafter referred to as “KCB”).
 
The International Organization for Standardization (ISO) released ISO 22003-1:2022 "Food Safety - Part 1: Requirements for Bodies Providing Audit and Certification of Food Safety Management Systems" (hereinafter referred to as the new standard) in June 2022. This standard replaces ISO/TC 22003:2013 (hereinafter referred to as the old standard) as the basis for food safety management system certification. The China National Accreditation Service for Conformity Assessment (CNAS), in accordance with the International Accreditation Forum (IAF) requirements outlined in IAF MD 27:2023, issued a notice on November 1, 2023, regarding the revision and release of the CNAS-CC180:2023 "Requirements for Bodies Providing Audit and Certification of Food Safety Management Systems" series of documents (CNAS [Secretariat] [2023] No. 75).
 
This includes the release of CNAS-EC-067:2023 "Explanation on the Adjustment of CNAS-CC180_2023 and the Related Accreditation Transition for FSMS, HACCP, GMP Certification Bodies," CNAS-SC180 "Accreditation Scheme for Bodies Providing Audit and Certification of Food Safety Management Systems," and CNAS-SC185 "Accreditation Scheme for Bodies Providing Audit and Certification of Hazard Analysis and Critical Control Points (HACCP) Systems." In accordance with the relevant requirements of IAF, ANAB, and CNAS, KCB will carry out the transition to the ISO 22003-1:2022 (CNAS-CC180:2023) certification standard.
 
The following are the relevant requirements for the certification standard transition:
 
1. Certification Standard Transition Timeline
1) The transition period for the implementation of ISO 22003-1:2022 (CNAS-CC180:2023) is three years from the date of the standard's release, i.e., until June 30, 2025. Certificates issued under the old standard must be transitioned to the new standard by this date. From July 1, 2025, certificates issued under the old standard that have not been transitioned will automatically become invalid and will be uniformly reported for revocation. Clients who have not completed the transition may apply for certification as a new audit.
2) To protect the interests of our clients, KCB will no longer accept certification applications based on the old standard from April 1, 2024. All initial certification audits and recertification audits will be conducted based on the new standard.
 
2. Certification Transition Methods and Related Work Arrangements
1) From April 1, 2024, the company will implement certification activities for all new FSMS or HACCP certification applicants in accordance with the requirements of the new accreditation standards. Existing certified clients will be audited according to the new accreditation standards during routine surveillance audits or recertification audits.
2) Upon audit and certification decision, new standard certification certificates will be issued/reissued to clients who meet the new standard requirements.
Note: Before KCB obtains the conclusion of the CNAS transition review, certification certificates without the accreditation mark will be issued to certified clients. After obtaining the conclusion of the CNAS transition review, certification certificates with the accreditation mark will be issued within the scope of accreditation.
 
3. Main Changes:
1) Audit Time Requirements: The calculation of auditor days has removed the base auditor days for related management systems. There are slight adjustments to the basic on-site audit time for certain industry codes, and changes to the auditor days corresponding to the number of employees.
2) Certification Scope: The scope has been expanded to include BIII pre-processing of plant products and CO animal primary processing. The production of pet food, previously under category D, is now managed under category C. The collective meal preparation, central kitchen, and airline catering, previously under category E, have been adjusted to CIII. These adjustments may lead to changes in the accreditation mark.
3) Requirements for the Use of Certification Marks: FSMS/HACCP certified clients cannot use the FSMS certification mark on products or product packaging, nor can they make any statements on product packaging indicating FSMS certification. This includes all product packaging, from primary packaging (containing the product) to any outer or secondary packaging.
 
Transition certificates must comply with the above provisions and all relevant requirements of the national certification and accreditation administration and accreditation bodies.
