Second Beijing Business Environment Optimization Social Supervisor Election Conference Held

On January 11, the Beijing Federation of Industry and Commerce, in conjunction with the Beijing Municipal Development and Reform Commission and the Beijing Municipal Government Service Bureau, held the second session of the Beijing Business Environment Optimization Social Supervisors Renewal Conference, forming the second batch of social supervisors for optimizing the business environment in Beijing. Yan Ying, Vice Chairman of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) and Chairman of the Beijing Federation of Industry and Commerce, attended the meeting and delivered a speech. Li Zhenkun, a member of the Party Leadership Group and Vice Chairman of the Beijing Federation of Industry and Commerce, presided over the meeting. Dai Ying, a member of the Party Leadership Group and Deputy Director of the Beijing Municipal Development and Reform Commission, and Liu Qiang, a first-level inspector of the Beijing Municipal Government Service Bureau, attended the meeting. Yan Ying pointed out that optimizing the business environment is a major decision and deployment made by the 20th National Congress of the Communist Party of China and is an important measure to promote high-quality development. Beijing firmly implements the deployment requirements of the CPC Central Committee and the State Council, taking the optimization of the business environment as an important means to transform government functions. The Beijing Federation of Industry and Commerce regards the work of social supervisors for optimizing the business environment as its responsibility, jointly assisting Beijing in maintaining its leading position in the business environment with the Municipal Development and Reform Commission and the Government Service Bureau. The Federation plays a bridging role, continuously promoting the improvement of the business environment.

First, it coordinates all parties to build consensus, carrying out activities such as "Business Environment with Me - I Offer a Strategy for Optimizing the Business Environment," widely collecting, fully reflecting, and accurately responding to the hot and difficult issues of private enterprises. Second, it conducts evaluations to boost confidence, continuously carrying out satisfaction evaluations of the business environment. By implementing and utilizing the evaluation results, it helps private enterprises overcome difficulties, continuously boosting their confidence and motivation to focus on their main business and strengthen their industries. Third, it improves systems to encourage development, strengthening the construction of the social supervisor system, making good use of the "service package" system and the 12345 enterprise hotline, promoting the creation of a stable, fair, transparent business environment, and continuously encouraging private enterprises to innovate and develop.

Becoming a social supervisor for optimizing the business environment is both an honor and a responsibility for private entrepreneurs. Yan Ying expressed three hopes for the social supervisors. First, to supervise and promote a fair and standardized "market environment." Social supervisors should actively research the issues and demands of private enterprises in using various production factors and public service resources, promoting the full use of various support policies by private enterprises. Second, to supervise and promote efficient and convenient "government services." Social supervisors should enhance their sensitivity to discovering problems in enterprise-related service processes, urging relevant departments to respond to enterprise demands, implement rectifications in a timely manner, and improve service quality. Third, to supervise and promote civilized and fair "regulatory enforcement." Social supervisors should actively collect and summarize the opinions and suggestions of private enterprises on regulatory enforcement, promoting the reflection of humanistic care and social warmth in the enforcement process, and protecting the legitimate rights and interests of private entrepreneurs according to the law.

The newly appointed social supervisors are industry representatives with strong performance capabilities, covering more than 80 industry fields of large, medium, small, and micro private enterprises. Among them, high-tech enterprises account for 31.9%, high-end manufacturing enterprises account for 16.8%, and large leading enterprises account for 15%. More than 150 people, including relevant department heads from the United Front Work Department of the CPC Beijing Municipal Committee, the Beijing Municipal Development and Reform Commission, the Beijing Municipal Government Service Bureau, district federations of industry and commerce, and the appointed social supervisors, attended the meeting.
